If Windows 7 turn off UAC and reboot.

 

If not using Windows 7 and remoting into server - the user needs to have local admin rights.

If turning off the UAC and rebooting doesn't resolve the issue. Check the path (environment path) cmd echo %path% The path should include the 

location of IBM program (i.e. windows(64)\ibm\sqlib etc. ***Move the IBM paths to the front of the PATH in environmental variables 

examplec:\PROGRA~2\IBM\SQLLIB\BIN;C:\PROGRA~2\IBM\SQLIB\FUNCTION; etc... This fixed the issue with Grinnell. If it doesn't, the best 

thing to do is uninstall db2 client. Reinstall and add the database. This fixed the issue for this client.
